SACRAMENTO, CA — Assemblymember Dr. Jasmeet Bains announced today that her bills AB 2273, the SCRIVNER Act, and AB 2274, the Epstein Loophole Act, have passed the California Legislature and are headed to the Governor’s desk.

The two measures strengthen protections for children and close loopholes that can allow individuals accused of sexual abuse and exploitation to avoid accountability.

“Protecting children should never be complicated by legal loopholes, backroom deals, or the power and influence of the accused,” said Assemblymember Dr. Jasmeet Bains.

“These bills make clear that California will put children and victims first. No one should be able to use their wealth or connections to escape accountability for sexually abusing a child.”

AB 2273, the SCRIVNER Act, strengthens transparency and accountability in cases involving the sexual abuse of children, including when charging decisions could allow a defendant to qualify for mental health diversion.

AB 2274, the Epstein Loophole Act, prevents secret non-prosecution agreements from shielding unnamed individuals involved in the sexual exploitation of minors and ensures victims have an opportunity to be heard.

Both bills now head to Governor Gavin Newsom for consideration.
